How We Engage

How We Engage with Government Buyers

A structured approach to public sector engagement: documented requirements, prescribed eligibility conditions and formal procurement procedures at every step.

  1. Step 1

    Requirement identification

We confirm the scope of work, manpower categories, technical qualifications, number of resources, deployment locations, timelines and expected deliverables.

  2. Step 2

    Procurement route assessment

We review whether the requirement runs through GeM, CPPP or a state portal, an open tender, an RFP or EoI, or a permitted direct engagement, as set by the procuring authority.

  3. Step 3

    Eligibility & tender review

Before bidding we check qualification, experience, turnover, security deposits, registrations and statutory compliance against the tender.

  4. Step 4

    Proposal & bid submission

We prepare the technical and commercial submission with forms, declarations, pricing schedules, resource profiles and evidence, filed through the prescribed channel on time.

  5. Step 5

    Mobilisation & service delivery

After award and agreement, we mobilise resources, coordinate onboarding, track deployment and report service levels in line with the contract.

  6. Step 6

    Contract governance & compliance

Reporting, invoicing, statutory records and performance reviews follow the tender, work order and executed contract, with replacement support where specified.

Procurement & Tender Questions

Log in to your GeM buyer account, search the relevant service category, shortlist Atlass Partners Consulting LLP and place a direct order or float a bid, depending on your value threshold and the GeM rules that apply to your organisation. For requirements a catalogue does not cover, you can float a custom bid or contact the Government Business Desk.

Choose the service category on GeM, set out your scope, number of resources, duration and qualifications, and publish the bid under your organisation's procurement rules. You can also send your terms of reference to the Government Business Desk beforehand so that scope and compliance requirements are clear before the bid goes live.

We respond to GeM service procurement and bids, the Central Public Procurement Portal (CPPP) and other e-procurement portals, state government portals, open tenders, RFPs, RFQs and Expressions of Interest, and permitted direct engagement or empanelment processes. The route is set by the procuring authority and its rules.

Before we bid we review technical qualification and scope compliance, relevant experience and past performance, turnover and net-worth criteria where specified, EMD, bid and performance security requirements, GST and PAN, EPFO, ESIC and labour law compliance, GeM category conditions, and the declarations and documents the tender requires. Participation depends on meeting these criteria.

Yes. We prepare technical and commercial submissions in the prescribed format, including QCBS-based proposals, with the forms, declarations, pricing schedules, resource profiles and supporting evidence the tender documentation asks for, submitted through the prescribed channel within the stated timelines.

We can provide incorporation details, PAN, GST, Udyam certificate, GeM registration, EPF and ESIC proofs, financial statements, past work references and standard declarations. Request any of these through the form, and the Government Business Desk will email them from the official government address.

We review EMD, bid security and performance security requirements for each tender and submit them as the bid prescribes. Where the bid permits a Bid Securing Declaration in place of an EMD, or requires an Integrity Pact, we sign the formats provided in the tender.

Purchases from MSEs may count toward your organisation's MSE procurement goals, and the bid terms can provide specific relaxations such as EMD exemption. Please check the bid document and the official MSME and Department of Expenditure guidelines for the exact provisions that apply to you.

We provide EPF and ESIC registration details and contribution proofs, with a monthly compliance pack supporting each invoice, so that your finance and audit teams can verify statutory payments for every deployed resource.
